Use the linked XPMSE instead. XPMS is old and it does not have features required by up to date mods. It causes problems with DSR, so there really is no point to use it anymore.
XPMS would not appear in your load order, becasue it does not have any plugin files related to it. XPMSE has a plugin file, so it will appear in the load order.
Use All Geared Up instead. It is up to date and much more stable.
Most importantly, it supports having staves on your back and you don't even need them to be equipped just favourited. This is the same for shields as well.

AGU got somewhat better, but EO 3.13 is indeed the most stable mod of it's kind.
Staffs have always been a problem. I would need to do a test game for this. My game is not currently in playable state, so I will have to make a new profile to MO and setup EO to test this.
I will need to finish another test first. I will try and get to it, unless someone else has time to make a test, while I am working with another problem.
If you have both mods, open the console commands and type
showracemenu
Head to the weapons tab. Weapon sheath positions are called
WEAPONNAME Style
EDIT: Do NOT change your character's gender or race.
The favorited function (versus equipped) of EO places unequipped items in mostly vanilla positions, it's not XPMSE aware.
