You cannot really blame the OP entirely for asking, what I found on Google mostly didn't provide a clear answer, and forums I stumbled into drifted to joke threads, Extreme Neurological Badassification or Evil Noodles with Bacon they said. The S.T.E.P link I provided hides in sub-link of a website.
Edit: I get it now. It's so the availible memory does't fill up when mods are installed. Right?

TL;DR
It did a workaround the limitation of 32bit Skyrim, allowing it to "use" more RAM, breaking the 3.2 GB limit. This is called ENBoost.
The ENBSeries is just a framework that allows users to enhance graphics of the game. You need a preset to actually change the game visuals, mostly found in Nexus modding site.
Some, if not most ENBs can kill framerates on med-low systems, there's even one that looks like a movie but plays like Skyrim. With the cost of even lower framerates. Only the latest graphics cards can run it smoothly. Take caution when choosing a preset.

I believe as long the game runs fine with Windows 10, all mods will work. I'm a Windows 10 user myself.
