WATER BUG
I'm having hard time dealing with a bug presented in this video https://www.youtube.com/watch?v=2TzAsdUJi0Q tried various ways of fixing it found on the web but none of them worked. I do not have any mods. Help plz :(

Cap your FPS to 60. Flashing and flickering water like that is one of the common symptoms of exceeding 60 FPS.

grimus:
Rule of Thumb: Vsync (Verticle Refresh) set to always ON and FPS not to exceed 60. The game physics go wild if not. Sound default 24 bit 48KHz stereo and if Realtek then "Loudness Equalisation" on. If monitor is 120-144Hz then set it to 60Hz or adaptive refresh rate or some such from GPU utility program. If you can't then "FPS Limiter" from Nexus will do the trick. http://www.nexusmods.com/skyrim/mods/34/?

I've tried this. The bug still occurs :/
Only way I know of fixing it is to load an older save

Try going to SkyrimPrefs.ini (located in Documents/My Games/skyrim) and change "iPresentInterval=1" to "iPresentInterval=0".

If that doesn't work, try disabling sky reflection.

I've already tried loading older saves and starting new game. It does not work.

Changing "iPresentInterval" from 1 to 0 didn't work, but could you tell me please how can I disable sky reflection? I'd love to try it, maybe some miracle will happen...

Launch the game through the launcher, go to options > advanced and untick Reflect Sky.

Are you using Nvidia graphics? If so try -
Cap FPS 60 and set AA at 2 plus toggle FXAA.
Hope it works or you find another solution.

Nope, I'm using AMD graphics and caping fps to 60 and stuff also didn't do the job. Any other suggestions? PLEASE :(

Don't know if this would fix it or not, but it is good to use anyway: SKSE memory fix - it help Skyrim better allocate memory, which, in the game, is capped at 3.1 GB due to the game's 32 bit engine.

For how to install this, see:

You may also want to try (after you install the memory fix, and if it does not fix the issue), lowering some of the settings in the game launcher's options under advanced, as referenced by Flying Ace.

Installed the SKSE but it did not help get rid of the bug. Lowering the settings under advanced also didn't do the job. Please help me, it's killing me...

Did you set your Vsync (Verticle Refresh) to always ON when you locked the FPS to 60?

ALRIGHT FOLKS, I DID IT!!! All I had to do was to cap the frames to 59 not 60!!!!!! this game stupid A F... XD Thanks y'all 4 help!

Fantastic! Yeah, one stupid frame - what was probably happening was it was jumping just over 60 to 61 and that was doing it. Skyrim can be very strange at times - LOL!

Anyway, glad you got it fixed! Enjoy!
