Frida is not at the mortar and pestle
I want to do Frida's quest but when I go to the mortar and pestle she's not there. I waited for a full in-game day and she still did not come. and it is the afternoon

Using that command is a bad idea, because it doesn't account for how the NPC may have changed since the game started. Here's what UESP says about it: "Using this code will instantly summon an instance of an object or NPC at your position. The above example summons a dragon. Not recommended for named NPCs. This code uses the Object (base) ID and not specific reference ID as it is creating a new instance of that object/actor in the world; using it with named NPCs can result in duplicates unless the original was somehow removed.". In other words, the duplicate NPC is a clone of how the NPC originally was, and not how the NPC is at the current time. Two instances of one NPC in the world WILL bork your game. It might not happen right away, but it WILL happen.

Instead, try the "player.moveto", followed by Frida's reference ID (0001A6B5). If done correctly, this will move you to wherever Frida currently is. Make a hard save before you input these commands, just in case.

I have another piece of advice. Before you try the console command, check Dawnstar's Hall of the Dead. UESP describes Dawnstar as experience dragon attacks a lot, so Frida might have fallen victim to one.

I like how you say "that command" as if I named a specific *command, then completely misinterpret the instructions I gave. I never said to add a copy of the npc

Actually, YOU misinterpreted what I said, because there are only two console commands in the game that move characters, "placeatme" and "moveto", and you never specified which one you meant. You didn't even tell the OP what command to use; what I did was to give the OP the commands which will accomplish what they want, and advice on which one was preferable. No, that was you. He said "Use the console to move her to you" and you said "That command is a bad idea." Which command? You confess he didn't name one exactly, but he did say "move her" not "place her"--why did you assume he meant the other one, for absolutely no reason, and then condescendingly correct him for something he never did? You could have just said "Specifically, TC, do this" but you decided to make an entire paragraph explaining why someone was wrong about a thing they never said. Great job, you swooped in, slayed the terrifying strawman, and saved TC's save file; congrats, you are an hero.

That's rather bizarre, TC. Console commands don't not work, generally. Unless she is dead. You can use the console to resurrect her, I believe, although I've never tried that, and she will be a "new" instance of herself, so if you were hoping to turn in her little quest, she won't know she gave it to you. Probably best to just shrug and move on, she's not very important.

Resurrecting a named/unique NPC breaks them. When they die, the game runs a death script, and once run, this CANNOT be undone. What you get is an NPC that looks like and has the name of the character, but the AI package, dialogue, and any other feature unique to that NPC is replaced by a generic one. Resurrect should NEVER be used in those cases. The only option if you want that NPC alive again, is to reload an earlier save.
