I want to do Frida's quest but when I go to the mortar and pestle she's not there. I waited for a full in-game day and she still did not come. and it is the afternoon

Using that command is a bad idea, because it doesn't account for how the NPC may have changed since the game started. I have another piece of advice. Before you try the console command, check Dawnstar's Hall of the Dead. UESP describes Dawnstar as experience dragon attacks a lot, so Frida might have fallen victim to one.

Actually, YOU misinterpreted what I said, because there are only two console commands in the game that move characters, "placeatme" and "moveto", and you never specified which one you meant. I KNOW you never said to add a copy of the NPC in question; however, that is PRECISELY what the "placeatme" command DOES. You didn't even tell the OP what command to use; what I did was to give the OP the commands which will accomplish what they want, and advice on which one was preferable. The misinterpretation is all on you.

You confess he didn't name one exactly, but he did say "move her" not "place her"--why did you assume he meant the other one, for absolutely no reason, and then condescendingly correct him for something he never did? That's rather bizarre, TC. Console commands don't not work, generally. Unless she is dead. You can use the console to resurrect her, I believe, although I've never tried that, and she will be a "new" instance of herself, so if you were hoping to turn in her little quest, she won't know she gave it to you. Probably best to just shrug and move on, she's not very important.

Resurrecting a named/unique NPC breaks them. When they die, the game runs a death script, and once run, this CANNOT be undone. What you get is an NPC that looks like and has the name of the character, but the AI package, dialogue, and any other feature unique to that NPC is replaced by a generic one. Resurrect should NEVER be used in those cases. The only option if you want that NPC alive again, is to reload an earlier save.
