How The Hell Does The Courier Always Find You?

Seriously what is up with this guy? I can be at one place and this guy finds me and then I go all the way across Skyrim and he finds me again. Does he have like some freaking magic Dragonborn seeking powers or what? And there is literally no dam running away from him. He WILL chase you down and not stop. And the most terrifying thing about him is you never know when he'll come to chase you down.

Same as the dark brotherhood does is I wager: magic (perhaps with the help from a deadra). Another theory is of course that the courier has the same 'magic' map as you, so he only needs to follow his objective.

I remember in the first versions of the Game there was a Bug where he did litterary track you down everywhere (now he usaly spawns when you get close to towns/taverns/citys)
I was down in Blackreach somewhere in a dark corner as suddenly a Voice from behind "i have looked for you" what scared the poop out of me untill i realized its the curier

Which reminds me there was also bug where he appeared naked like 50% of the time.
