You've got disease. There are couple of them in game, some just lower your stats.
Yes it can be cured, I will not spoil it for You.
Try asking in temple. Maybe a priest can help.

1) Manage your thirst by feeding (sneak to feed on sleeping humans) allowing base perk bonuses/weaknesses and not having to worry about being attached by usually friendly NPC's (guards/civilians)
2) Do not feed and following a few days you will have powerful new spells, passive boosts & weaknesses. Be warned everyone will see you as a hostile, so you will need to feed if you wish to walk into town without getting a bounty and a huge fight.
Be aware if you have any level of vampirism you can't continue the Dawnguard line of quests.
If you want a cure seek out a man named Falion in Morthal.

it can be cured. and there are 2 methods to avoid the infection. 1 is buy some '' cure all diseases potions '' and use them if you get infected again. the 2 is become a werewolf and you have no longer the risk to get infected by vampires
oh well i just became a werewolf.

There is an easier and cheaper way to remove the infection "Sanguinarian", pray an alter to any of the 9, as part of the blessings it also cures any disease.
Should be noted that if you have the Dawnguard DLC, you can either continue being a werewolf and unlock the werewolf perk tree or you can become a vampire again with the ability to turn into a Vampire Lord with it's own perk tree.
If they can't reach a shrine in time they're playing the game wrong. Shrines are just about all over the place.
Handy infomation for me when I got rock joint in Solsteim and there were no cure disease things anywhere. Had to go bird hunting to make my potion.
