Did you notice that he had 100 lockpicking skill ... sure he didn't have any perks selected.
When you starts to get the hang of lockpicking you will start to have 2-300 lockpicks in your pocket.
you can select the thing you wish to unlock in console, and then type unlock
Just don't use it on anything that requires a key, as you could damage a quest or something int he future.
I've been able to pick master locks with less than level 5 lockpicking exp. Takes lots of lockpicks and a very soft touch with the "W" key. (if you're on pc that is)
A good place to practice is in the Thieves Guild, there's a practice room way in the back that has a chest or container locked with every level of skill, each containing some decent loot if you succeed.
Also, if you find yourself exploring the prison section of a castle or ruins, try picking every locked cell door even if the cells are empty, it's good practice and will bump your skill level faster.

It's not that hard to learn, and you don't need any perks. It will level itself up just from using the skill.
But as an earlier poster noted -- Until you get skilled at opening more advanced locks, make sure to save before you start so you don't burn through all your lockpicks. (But note: If you reload, the lock resets and the sweet spot will be somewhere else on the cylinder.)

after many hours like crgzero. Subscribing to a workshop mod is easier then using nexusmods in my opinion. Just subscribe and when you start the skyrim client the it loads directly.
