Windhelm vs. Solitude
I am split on this topic. I want to get a house in either Windhelm or Solitude but I can't decide. I was planning on joining the Imperial army and being loyal to Solitude but during the mission to join the army, some Thalmor came by and attacked me. On their bodies I founmd an execution notice for me. Since the Imperial army is basically run by the Thalmor, I have thought about joining the Stormcloaks instead. The only problem with joining the Stormcloaks is that Hjerim is not as nice as Proudspire Manor. I know it is cheaper but money is not an issue. The reasons why I don't like Windhelm is because it is very cold (I have a hypothermia mod), it is very bland, racism, and it doesn't fir my character. I would live in Solitude but now I feel like the Empire is against me because the Thalmor are after me. Which side should I join, provided I want to buy a house from the faction I choose.

Imperial Army is not run by the Thalmor, they know they are going to have to fight them before long, and so keep them at arms length. Go to the Imperial Army base, no Thalmor there at all.

There are some in the Blue Palace if I remember right, but none in the Army Headquarters.

There are no Thalmor in Blue Palace. Only Thalmor agents in Solitude are the ones added by Cutting Room Floor, to previously empty HQ area on walls that was left out of the game.

HQ enables the Diplomatic solution for quest started in Whiterun, which was previously impossible to complete.

Edit: And yeah. Thalmor issues are not Empire issues. Thalmor does not run Empire and their forces are going to clash again sooner or later. Thalmor haven't exactly respect the White Gold Concordant...

Well, according to the lore, the only reason the Empire signed the White-Gold Concordant is to stop the Aldmeri Dominion from destroying them which is exactly why in the vganilla start of the game there are Thalmor with General Tullius.
It's not the fact that there might be elves, it's the fact that the Imperials are "allies" with them and they sent out an execution for me. Also since the elves were yelling "Elven supremacy" when they were trying to kill me.

The empire has fought the elves before, and will again. Go stormcloak and break up part of the empire, weakening it, and let the Thalmor take over everyone. And guess who one of the top people on their ♥♥♥♥ list will be: You. Unite skyrim via the empire, you get a stronger force to attack the Thalmor with

At any point prior to this happening did you attack/kill any Thalmor during your travels? If you did then that is why you are being attacked, NOT because the Thalmor are allied with the Empire, which they are not. Just because you sign a peace treaty it doesn't make you Allies.

Ok, so does that mean I should side with the Empire and buy a house in Solitude? I am leaning twoards that because my game is severely bugged in Windhelm due to mods even though I don't have any that affect it besides Open Cities Skyrim.
Also, does anyone know if Sadia in Whiterun is marriable?

That quest actually enables itself. It is a bit silly that Thalmor are after you, despite that you have to interact with them in the game.
The Timing is Right mod gives it sensible conditions.

Open Cities Skyrim is a known memory hog. Arthmoor did it well, but game engine limitations keep causing issues with it. If you are getting problems in Windhelm, then I would recommend fixing them, before proceeding with Civil War.

Saadia is not marriable.

Do you know any way I can fix the crashing in Windhelm? I only crash when coming in from the front gate or talking to NPCs in the city even if I can't speak to them.

What do you mean by you can't speak to them? Each character in this game has a greeting dialogue.

SKSE memory tweak might help crashing, if that is just a memory allocation issue.

Well, I sometimes the NPCs will make my game crash when I talk to them, whether it is just a greeting or a dialogue box. It usually happens when I talk to a vendor and ask them what they have for sale. However, I do not have this problem anywhere but Windhelm.
I have 16 GB of RAM and if I recall correctly I allow Skyrim to use the maximum amount it can. Any suggestions to what I should change in my settings and stuff? Checing out the link you put rn.
EDIT: Just FYI, it isn't a load order issue because I use LOOT and can verify that I have nothing that changes WIndhelm except Open Cities Skyrim and Hjerim TNF. I've heard of it being glitchy with Immersive Patrols, is this a possible cause?

I have been using Immersive Patrols for a long time. Mod does not use any scripts and only uses vanilla spawn points. I do not see how it could cause this in Windhelm.

Have you removed any mods from ongoing game? That might explain this.

It is also possible that your mastef files are just damaged. Have you tried to validate them with cleared appcache folder?

Well, I have reinstalled all of my big mods and verified my game cache the other day.
I removed OPS and the patches I have for it and it seems to be working now ;)
I liked Open Cities but it seems a bit too unstable.

Open Cities itself is stable. It is the memory management of the game that causes the issue. Load doors in cities isolate their cells. You can clearly see this, if you try to fly over the city, or use some other view command.

Game has to load cells from both sides, when load orders are removed. Skyrim memory management was not designed for that, which can cause excessive memory usage and issues related to that.
