I believe you are meant to lose.
I hope they didn't just make it impossible to kill, that would be immersion breaking and bad.
I could see them making it much harder, to simulate a loss of surprise factor, that could be good.
Attacking Early = You can kill the Phoenix.
Holding back = Phoenix is invincible and you get swarmed by more enemies.
I disagree, I have rushed and attack as soon as possible on multiple tries and just can never kill it.
I made just that choice to attack quickly and not hold back.
First time i get stucked at 25%... didn't remember if i made some secondary mission or else before to join the battle.
I think you may have misunderstood what Admiral York Crescentia wrote. Its not about rushing in and attacking as fast as possible during the mission. It is ultimately determined by a dialog choice made earlier at the HQ.

Ah. So you did pick the dialog option to join in with the assault with vice admiral Mason, instead of siding with admiral Flynn. And yet defeating the Phoenix was not possible?
