They give you free intel at pretty decent range.
You'll get a message like: "DECODED: X Location" when it's working.
Are you in the right place? Which exact decoder chip do you have installed?

skirmisher. what sort of intel?

That might depend on which chip it is, and it doesn't tell you what each chip does individually if you equip several. Skirmisher will probably tell you where enemies are sometimes. Let me know next time you're in 0b10 (e.g. Factory) if that's what it does?

0b10 is location? why make such terribly confusing staff. what a bad design

The items you get from branches off the main area are sometimes slightly more mysterious. There's a lot of information about other items in their description.

About 0b10. At the next terminal in the main area, in the place it says manual hack, click that and type Query(Materials). That should reveal some basic lore with a relatively easy skillcheck and it should have a link for 0b10 that you can click on. That second link might be significantly harder, you can tell from the colour of the link, if it's green just click on it, and if it's red don't bother.

Basically 0b10 is the built-up main areas like Materials, Factory, etc and possibly some of the branches, but the decoder chip likely won't work in places like the Mines or Lower Caves because there's not enough signals "radio chatter" to intercept.

assuming that I get out of those mines and to do so I'll have to uninstall and destroy the usless items such as this decoder. gues I'll never find out what it does but at least i know that it's usless for me now

If Skirmisher does what I think it does, you can get away with a sensor array and intepreter which are everywhere if you did decide to get one, so yeah I wouldn't worry about it too much (you can also find decoders elsewhere). It's the price of processors, they don't weigh anything and usually don't take any resources to use but you can't remove them once installed without destroying them.

0b10 is the name of the underground complex you're in. If you're in the mines or the caves, you're basically *outside* of the complex.

The decoder chips decode 0b10 intel, which is only available within the 0b10 floors such as Materials, Factory, etc. Not Mines, Lower Caves etc. So yes, it's useless in the Mines, but once you get out of there you'll start seeing its benefits. It's still not an amazing item but it can be worth the slot.

If you venture out of the main complex areas, you'll sometimes come across special items that aren't always immediately apparent in what they do. They are not essential and you'll have to figure them out. Specifically decoder chips are a relatively new item, though, and I've planned to revisit them eventually. But as just extra fun items they're not high priority.
