How to use the Sat Phone?

So, I found an artefact called the Sat Phone, which says it's used to call down an orbital strike.
Anyone know how it's supposed to be used?

I've been too focused on collecting tapes to bother with anything in that pursuit. Maybe if the game punished you a little less for not being good at it...

The sat phone basically randomly put a target recipocal on the ground that looks like a red targeting circle. Anything that is in the target area gets hit with a missle from outer space. Basically, it calls down missles from a orbital platform. I have not played the game recently, but that is what it used to do. There is also a upgraded version of it that fires three missles at same time. This is usually good to use against bosses for the most part. I recommend trying to get the upgraded version of it if you like it.

NOTE: You cannot place the target. It just shoots randomly. The upgraded version does it much more and takes less time to do.
