What's the point of town?
Is there any use for all those NPC? There's like a bank unit, a weapon rack... errr... so strange to have so many people with no purpose.

So there's no practical use. It's so strange. They seem like very colorful characters, like maybe they were supposed to give you quests or something.

You can grow vegetables to pick up later and there's a shop.
Also, you can change your bat and deposit/get cassettes from the bank.

There is a female NPC just a few meters behind the Elder.
You can notice her because of the table she has near her.

Basically to give the character a place to decompress between missions. and provide a vehicle for the narrative. Otherwise you're just wandering the Capital Wasteland... I mean Fallows with no real direction or purpose.

It have shop and garden you can upgrade to give you headstart for the new game or breather between msssons. Also, you can change your bat if you need it.

The bank is one of the more important buidings..it lets you save tapes between levels. If you die, you lose them unless you have the backpack artifact. The garden is good for a healing item between levels. Also, you can change your weapon.

I'm mostly concerned about characters: there's clearly real effort put into designing them, but they don't have any function. As I said previously, you can interact with the bank unit and weapon rack or grab an item from the table, but you do not interact with the people. You can remove them and nothing will change.

I really think you're overthinking it. They're there to populate the town, the town is there to frame the missions into the Fallow and give a sense of urgency and purpose to the character's bashing about. It's a very art-rich game, maybe the designer went a little overboard and they decided to use what they had.

I can understand if there were 4 standard models for all the population, but each one of them has unique design. So we have 2 dozens of modeled, scripted NPCs and 6 (!) melee weapons. I think it should be the other way around.
