How do I enter doctor's house to get the other half of the research? It's always locked.

At a certain point, possibly in the near future, you will talk to Carlos outside the clinic and then talk to the doctor. He will then leave the clinic and you can loot his key from his office. If he's already left and come back, you cannot complete this quest.
