Always consider which games are/might be compatible and which are/might not whenever you want to upgrade your OS. :)
Nah mate I set the game to "Run as Administrator" in the .exe properties (even though my user account is Admin) and that fixed the issue. I probably should have closed this discussion :P

the window appears white, but then it disappears seconds after
even running as administrator and restarting steam didn't work
I could suggest things but you've probably tried them all. Have you verified the integrity of the game cache for TMU?
it did have some missing files, but even after reacquiring them, it still didn't work.
Last suggestion (hopefully you know how to do it and what I mean): make sure the TMU is allowed in Windows Firewall (should just be in "Inbound Rules").
I do have the ReShade shader injectors if that means anything.
Have you tried disabling them at all then? Or doing a reinstall of your files (keep your save/cfg files though I guess)?
Copy your files to the desktop, just as a backup for saves and config etc., and then uninstall TMU and reinstall on Steam then?
Yea ok :) At least that way you will know if it works or not and you'll still have your save files.
