The game asks me to install a software called Directplay on Windows 10. What is it and is it safe to use it on Windows 10?

DirectPlay was a part of the DirectX gaming engine from Microsoft.
Windows 10 has support for DirectX 10 and newer, while it has some compatibility to the older versions. Apparently something is missing.

Trackmania United was conceived with an older version of DirectX, 9.0c.

If you install the game from Steam, it should already have everything it needs to run.
Perhaps check the game setup folder if there is an additional setup for DirectX 9 or DirectPlay.

Should I try to delete Directplay since I already installed it? If it has become obsolete, can it become a safety issue in my computer, similarily like Adobe Flashplayer?

if it tells you to install directplay just press install. nothing about it is harmful, seriously its not that hard to know that.
