Dont spread misinformation, they did not shut access down for steam, source? i just checked my personal copy connects just fine.
, as far as your problem, have you simply tried resetting everything? Sometimes on my Steam Deck TMUF just forget to connect to internet and i just have to restart the game and all is well +
What should I check then? Internet works. Antivirus is not blocking. The game just can't connect to the server, error 12002.

CONNECTION ERROR'S / CAN'T CONNECT TO SERVER / UPGRADING FROM TMNF TO TMUF
If you are trying to do the following >>
- Log in to TMUF/TMNF
- Create a new account
- Trying to register a product key
- Convert your TMNF account into a TMUF account after purchasing the full game
You may have to enable some TLS internet security settings in your Windows settings first, as you may see one of the following error messages >

To resolve this issue please navigate to >>
Windows Settings > type Internet Options > select the Advanced tab > scroll down to Security > enable all 'Use TLS' options such as TLS 1.0 and TLS 1.1 (apart from the ones marked experimental TLS numbers)
Please also uncheck the option 'Check for server certificate revocation'

After registering your key and logging into the game, please select your internet Options again and select reset, to return your Internet Options back to default.

I did also read that there is potential that a newly installed game or app could mess something up? have you tried rebooting pc and the first thing you do when it comes back up is try trackmania
here it was a router full unplug and it worked for them
