Can you edit the game files to make the top speed faster that 1000?

How do you make the car top speed faster with the Unlimiter mod?

I can make the map way bigger and taller but now need to be able to make the boost pads much stronger and the car be able to go way faster.

Where is the point in making maps larger if you drive on them faster as well?
Does not make any sense to me.

However, you can place several boosters in a row.
But you cannot modify their properties.

I read that you can use the mediatracker to edit the values of cars and blocks. Do you have to place down blocks first and then edit them with the mediatracker?

I don't remember the editing of booster values, never did that. Also never used the unlimiter.
What I know is that you certainly need a track for the Mediatracker to work, as you place trigger blocks there, which affect e.g. the visuals.
I guess you'll need to try on your own ;-)
