Where is R&D?

I must of been around ranger HQ several times talking to every private possible but I have no idea where to go for these 'wild' things R&D want to show me. Anyone got any clues?

A bit clueless about that as well. Got the message twice by now. Went back to HQ to check after each message and couldn't find any NPC that would tell me abou those wild new weapons.
Also checked the trader in the armor who didn't have anything new or "wild".

I got confused by this too, searching for 'R&D' or an npc to give me new, free gear. But as far as I can tell it just means the armory inventory has refreshed, with the next tier of gear.
