Game breaking issue with "Unwanted Guests " quest

Hey guys, for the love of god someone please tell me if there is a fix for this. I've reached the point in the Unwelcome Guests quest where I have to go back and talk to Mama Cotter. I can't though. I've found her and whenever I click on her she just says "scram" and nothing else. It definitely says that is what I need to do next but I can't. Is there a fix or a work around for this?

I've tried reinstalling the game/verifying integrity etc. but nothing works.

I have the same problem. I refused to help the refugees near bizarre after beating the smugglers. If i am now back in colorado springs i cant talk with "Mama Cotter". Not sure if there is a way ingame to solve or if its a bug. But i am stuck for a couple days.
