Dominator Chassis missing (spoilers)

I am post meeting Angela at the Hoon house. I have spoken with the Patriarch to turn in the Victory quest. The Dominator chassis should be available to buy for the Kodiak? But is not and I cannot progress the game. only areas not explored are the radiation 3 level areas and I have completed the side quests (have the Cotter boys and Randy Gett). No way to get to Yuma (well i did but was at like 5% health because I skipped all the dialog that pops up on the way and stops you)
