BIG TROUBLE IN LITTLE VEGAS BUG (game breaking)

heyo guys. i have been playing the game and i solved the quest by arrecting brygo and rescue Delgado but the bug is i cant finish the quest by talkinh with sherif daisy

Quest log tells me to speak with sheriff daisy and tell what happens but there is no speaking options about this also delgado isnt in the room with us.

i left the area and re-entered same
i entered the little vegas it was empty nobody was there
i arrested brygo as rangers. he isnt in my prison.

so i also tried and go to older save but its same.

can you please fix this and so i can get a armorer

having similiar issue with quest. delgado is not in the cells, cant move forward with quest. i murdered brygo. tried multiple reloads, leaving the area, ect
