What is the actual trigger for November reign's ending?

Tbh I already finished the game with November reign's ending
here's what I do in that save:

(1)I've arrested all of the Buchanan kids.
(2)I transfer Reagan into Ranger HQ which triggers the Gippers will continue sending oil to C. S.
(3)I've talk with both Gideon and Daisy before hand.
(4)Disagree with Deth's plan first, then after arresting Liberty when she decide there's a peaceful way to end Buchanan reign then I accept.
there I got the November reign's ending.

Now in my 3rd playthrough
I've done (1) thru (3), but i think when I talk to Gideon he hasn't offer any peaceful way to end buchanan reign,maybe because I still only got "Loved" in 100Fam and only "Liked" in Marshal.
Then I killed Liberty, but when I go back to C. S. Deth only asking for help to take down Buchanan reigns without any peaceful means so it only triggers the normal ending.

1. Ensure there is power for colorado. This can come from either the Gippers or the cult DLC.
2) Must be liked by hundred families and have Gideon as advisor (so turn in Mama cotter)
3) Must be loved by Marshals and then talk to the Sheriff to get her to back you
4) Side with Angela Deth at the end

I think I found what i've been doin wrong, on that 3rd playthrough i killed Mama Cotter instead of sending her to jail, I guess that bloodshed makes Reyes see us not a suitable change for Patriarch regime.

In my 5th playthrough i've done all above
1. sending Isaac Reed, MacTavish, Brygo, and Mama Cotter to jail
2. sending all Buchanan kids to jail
3. made sure Gippers still keep sending Oil to Colorado Springs
4. reach loved first in Marshals and 100Families
5. agreeing to Deth in Hoon
6. before going to Yuma, talk to Daisy and Reyes about change of pace in the regime
7. then after Liberty have been dealt, Deth talks about how i've got backup(both Marshals and 100Fam: Loved) from certain group which can help ending the Patriach regime without bloodshed.

So if there's still anyone out there looking for help there you go.
If anyone's having problem with 100Fam rep, you can either get more after saving a lot of 100Fam member in Aspen, or bribe Melissa Hove by stealing her adoption records from Dining room inside Patriarch Palace then talk to her, which you need Weird Science 7 to decode the map from Liberty's room then the adoption records can be obtained in the Dining room.
