Personally, i just kill them right away to get the goat cannon.
I have gone straight in guns blazing and never found anyone to rescue.
I have gone in and done their quest too.
The thing with this game is that it is entirely possible that there could be someone there if you had made different choices previously.
Purely hypothetical but say when you sort out the hostage situation in the bizarre area you chose not to send the refugees to town. Maybe then they are captured and now getting eaten and in the cages.
I have only this play-through chosen the option to tell them they cannot go to town. My previous games have all sent them to town. So while what I am saying is very unlikely to be correct and it is probably just a half finished(designed/implemented) encounter, with this game you just never know. I keep coming across conversation options I swear were not there on previous games.
I think many people are just over-thinking things and need to accept there are oddities in much of the game (probably not fully fleshed out due to time constraints) and move along.
So no, no survivors.

No, but the head honcho implies it was a gal and the corpse looks female.
1 + 1 = 2 for me.
And while there's no name on the corpse, it evidently smells disturbingly delicious :P
