How to get 12 AP without Death Wish?
Is there any way to get 12 AP without Death Wish quirk? I have 10 coordination and only 11 AP, so my sniper can shoot only once.

Yeah, You can eat food for 1 ap, i think a drug gives ap aswell, there is in utility item that gives one ap and leadership rally gives 2 ap.

that's pretty much it. Food, drugs (liquid sky I think and combat stims), adrenal pump (aquired about 2/3's into the game), rally.

Also, there's mods that reduce ap costs on weapons, and there's one sniper rifle (mega scope) that only costs 4 ap per round.

There's also a mod that reduces AP to fire by 1, so with 11 ap you can fire a sniper twice.

Don't forget Serial Killer, if you get a kill with the first shot you can get a second.

Also, up your luck to get lucky shots. I've had my sniper take four shots on a turn before, through luck and bonus APs!

Ranger medal has an AP like the adrenal pump. It's a reward for saving the rangers in Aspen. Be sure to talk to everyone you save in your HQ. That goes for everyone in the game really. Always check back with quest givers once completed as they often have rewards.

There is a mod to reduce AP use by 1. Only one of those so be sure before you use it.

The sniper rifle unique 'Mega scope' is 4AP per use. Get one shot off with your good sniper rifle and one with that thing. Mod it up to max range. Do not select a target to shoot at but manually aim at the ground to ensure maximum hits. It's a super weapon. Awesome. It lacks the damage output on SJ to be truly useful after Denver but before then I was running around solo with my sniper and that thing wiping out encounters easily. Try it and you will see why. I suggest a + 6 range scope but even the +9 with the -hit chance would be good. 100% hit chance with it so it's still got a top chance of hitting regardless of the -5%. I was killing 4 in one shot with it and I never had +energy damage vs armour perk. Could change it to explosive maybe if you have explosives skill for extra damage. Might work.

10 AP spent using those 2 gives you a point for the end of turn to get 12 AP next turn which gives you 2 shots with your good rifle. Rinse and repeat if anything is alive for round 3.

Great tip. I had this on ranger difficulty but I went for +33% damage on SJ since serial killer relies on a kill and then you need a hit as well to make it any use. 33% damage is every time.
When I get perks or passives in games I always try for ones that work all the time over ones that are situational and/or random. I would rather 33% every hit than maybe getting a kill and possibly getting a hit with the AP that gives. You may not kill anything on your first shot and you may miss on your 'free' shot even if you do kill something.

There is a unique utility item ' Anabolic injector " that gives action point (max) +1 and action point +1

Chemtek armor also gives you +2AP after the initial turn. So if you shoot once during 1st turn, use chemtek on that turn too, you have 13AP for the next 6 turns (the rest of the fight like always). Requires 6 weird science though, which is not bad skill for a sniper for extra dmg with elementals though.

Batlle stim gives 2 AP (you get it as an ability (vs consumable) by using the chemtek armor (gipper vendor, you can empty the vendor inventory and it will reset allowing you to get multiple of these)
food gives 1 ap
Your "leader" can use rally to instantly give free 2 ap to everyone else

Also you sniper should use "serial ambush" perk which allows as many attacks as there are bullets in your rifle as long as the attacks are deadly (gogo crit chance, i'm sure you can get it to 100%). Not that if you have 2 snipers using serial ambush they will fire at the same time and even if 1st shot doesnt kill if the 2nd kills you should get reset (not sure if bug or intended as it's not 100% of time, and anyway ambush are a bit bugged as they "freeze" the game sometimes)

Two pump chump gives +2 Ap for 3 turns. Quirk description says 2 turns. Quirk description lies.

Most fights last 2-3 turns. No brainer here.

One strategy I use with my sniper who is usually far enough away to not draw aggro is use the hour glass option that costs 1 AP to carry over any unused AP. I like to use it when the sniper has 5 AP left but you have to balance it with reloading. It doesn't make sense to do it when you have one bullet left as you will have to use the AP to reload the next round anyway.

they freeze the game so often it almost game-breaking

I know I reported it and I hope they fix it soon
As annoying as the bug in fallout 76 where you stopped dealing any amount of ranged damage if you dealt too much damage in a short amount of time (you were then stuck with mele or had to disconect and reconect possibly failling the event you were taking part in)

I think that was an attempt at anti griefing that just annoyed everyone. It is good you reported it but I am sure the developers are well aware of the memory leak issue(s) with in Wasteland 3. I am hoping they have it as a priority but will probably take several passes to fix it.
