Can someone explain what combat speed does, I'm confused as to how it effects combat

Moving costs less action points and you elusion increases

I am assuming that dude means evasion, which would be incorrect. Combat speed is just how far each point of AP will buy you when moving across the battlefield.

Important statistic for any of your melee builds, or whoever you have mechanics on to disable turrets/alarms/whatever in battle.

Your base move speed is 1.4. This means for every 1 AP you spend, you can move 1.4 squares.
You have a Speed of 1, which adds 0.1 to this - meaning you begin with a Combat Speed of 1.5 (aka 1.5 squares per 1ap).

With speed 10 you can add 1.4 to this number, putting you at 2.8
A Cyborg enhancement and speed boost utility item you add 1.0
A leg armour mod can add 0.8
Brawling rank 10 adds 0.5 to your combat speed.
If you had just these you would be on a Combat Speed of 5.1, meaning you could move 51 squares for 10ap.

Also don't forget Luck can make you do something for free with a lucky action proc - if you move and attack in one go, the full cost will be refunded (not just the attack portion).
There's nothing more awesome than crossing the entire battlefield with your brawler, punching someone AND getting 11 ap refunded to go from 1 punch, to TWELVE punches that round!

The speed attribute maybe, not the combat speed derived attribute.

When you want to move a guy in combat, the game looks at where he is, where you want him to walk to, and how he is going to get there. Once this is done, it then computes how many AP it's going to cost him to make that move. It always charges you exaclt as many AP as the movement rate calculation requires, after rounding any fraction of an AP UP in all cases. So if the move you want to make costs 2.1 AP, it will cost you 3AP officially, after rounding. This means that with a combat speed of 1.4, moving 3 squares will cost you 3/1.4 = 2.14 AP, which then get's rounded up to 3 AP. On the other hand, with a combat speed of 1.5, moving 3 squares will cost you 3/1.5 = 2.000 AP, which get's roudned up to 2AP.

For small numbers of movement square, having a whole or half-integer combat speed is preferable for this reason alone.
