Just make sure you look for quests with lower level requirements if you struggle. But I definitely wouldn't recommend trying to farm levels like you might in other RPGs from world encounters.
Also, all of the lootable bunkers are in specific locations and can only be interacted with once. They're not random and not refreshable in any way.
I don't know if this has changed at all with patches, but before the DLCs came out, it was seemingly true that you only ever got to interact with each overworld vendor once.
As far as I've experienced, you can refresh world vendor spawns the same way as you can the invisible random encounter points. I don't remember it not being the case even back in 1.0 but my vanilla playthroughs never had such an awkward setup that I felt the need to mass purchase some item from a specific vendor.
Your party is generally capped to level 28 for a playthrough but you can use the spire to go beyond that.
