Not as much of an open world, more of a mission/heist-based structure and a fantasy cyberpunk setting but still with branching decision points, but if you liked Mutant Year Zero, you could try Shadowrun Dragonfall or Shadowrun Hong Kong.
if you want a more fallout1/2 style game, then yes wasteland 2 is more like that and so is ATOM RPG and Encased. of those 3, i would say Encased is my least liked one.

Haven't yet played it myself but it is on my list of things to play. I've heard it's decent.
Although rare, you may also run into random encounters on the wasteland map where you will not have any chance of winning, especially early on before you get better weapons and armor upgrades. Which means you'll need to reload when that happens. There's also no cover in combat and accuracy and damage resistance depends a lot on your starting stats and how you allocate XPs when leveling up, although there are ways to buff them temporarily and in rare occasions, permanently.
The way you build characters in that game involves significant trade offs, whether you prefer a more aggressive or diplomatic build. You will unlikely succeed if you try to achieve high stats in all areas on the same character, yet you still need to take a somewhat balanced approach in XP allocation each time you level up to get past certain scenarios. Basically, you'll need a lot of patience in managing XPs and character builds as well as immersing yourself in the rich stories behind NPCs who will reward you for successful quests. If this is what you're looking for, then you'll likely enjoy that game.

i tried a couple games that you guys suggested:
-divinity tried it some time ago and i'm not a fan of the magic i also prefer the wasteland feeling
-phoenix point tried the demo and wasn't sure about it was not bad but didn't grab me either, a lot people don't like it
-atom rpg might try this one
-hard west tried it and refunded it was not my thing
Finished wasteland 3 for a third time today and now i'm a bit sad i really like it, have a couple games that i'm gonna try/ check
-wasteland 2
-corruption 2029
-king arthur
-gears tactics
if you guys have any other suggestions your always welcome to let me know :)
There was one I was trying to link, but was giving an error on it.
UFO Extraterrestials Gold
There is Elex rpg as well. This is from the devs who did the Risen series. There is a Elex 2 in the works.
Atom is medium hard and has some stuff that is spaced out abit - like lost items that belong to so n so, but you have no way to know that unless you just try to give it to them. The beginning is sorta hard as a couple baddies pretty much wipe the floor with you if you arent careful.
PS the wood shed is not a good idea to go to early.
Fallout tactics is very similar to wasteland 3, but that game is very old.
keep in mind, i played it back before FO3 even came out. i had it on an old computer from a disc drive, not on steam.
unless, maybe they added the turn based mode later in an update?
It was there from the beginning AFAIR. I remember it playing in year 2001, so then it was definitely there.
It's a great game, my fav actually from all fallout series as I'm not really a fan of fetch quests, but enjoy combat more.
The combat in FT is the most nuanced of all series, although maybe not as good as in UFO/XCOM games.
