He is an employee/Ranger (as most if not all of the recruits), but yes.

Yeah, I found that rather disconcerting. But he's just an NPC given the same random lines as all the other Ranger recruits. Or maybe getting to be a Ranger made him full of himself, and he took after the less tolerant recruits?
