The rest is spoilers if you don't plan talk to Cordite and the old man. You can learn most of what Cordite knows without actually freeing him, though, I will say.
Both those 2 people locked up in the bunker are his former allies but when they got ousted from their positions instead of just killing them off his just put them in that prison.
It really doesn't matter how you do that quest as long as you don't actually have Cordite join your team(if your trying to do a Patriarch run).
If i remember correctly the Patriarch denies knowledge of it and doesn't punish you if you go there.
I cleared the whole place out, and i'm pretty sure i told the Patriarch afterwords and he just claimed to not know anything about it and made a veiled threat towards me.
If you free Cordite and tell him to get lost he Angela will complain to you and his corpse will be at the racetrack when you get there.
Other than that there's no repercussions other than locking you out of the Cordite option for dealing with the Gangs at the end of game.
