Since I got exo-suit on everyone and my healer has Paladin, STR9 and 70% overall resistance I use her as a tank instead of brawler. Got around 30-40 armor at the moment with high resistances.
On the other hand if you low on armor get armor modding to level 10 quite fast (Kwon has a free fourth skill to choose since I give first aid to my healer main all the time) and choose the +10 armor for party members perk, you can buy 2 resistance modules also in Colorado Springs, each for 70 dollars and it needs low level armor modding to equip it.
You can also create devastating weapons, I just realized if I equip Polar Vortex with a Incendiary Linkage, it will keep the chance to frozen perk also next to chance to burning. Use it with Disciple of Metal, Fire Exo set and Pyromaniac + it has 201 penetration. I have the same DPS as my sniper main and it has multiple chances of critical damage cause of burst damage, easy 2-4k damage per round even without crit.
Use linkage mods often, you can craft tons of Toxic mods around mid-game, that'll help you a lot. Use Bear companion if you're short of armor penetration or can't use reduce armor skills often, cause Bear will damage enemy armors, or buy a real good revolver for Lucia at the Bizarre,that'll also apply damage armor for 20% chance or so.
Or simply equip Explosive Linkage and negate the -10% ranged damage with tactical vest.
First playthrough was normal/hard and now I almost finished game at Supreme Jerk for the second time. For the first time I had problems also and now I even took down all Scorpitrons without a single hit.
I've got the quirk (on two characters) that gives +100% resistance at the cost of -15% xp gain. Totally worth it. If I play through a second time, it's going on ALL of my characters. Chuckles the Clown, my heavy gunner, runs through fire without taking any damage or burning. That crazy goof.
As for Steeltown: I recommend people doing it relatively early in the game. I didn't realize that it was the DLC, so I ended up doing it when I was roughly 1/3 of the way through the base game. Perfect time to do it, as all of my characters took several levels with it, and I was able to use the money to buy an essentially endless supply of ammo (~1k of each of the ammo types I use). By the end of it, most of my characters have their primary skills either maxed, or at 8 or 9. My modder, who ONLY mods and stays at HQ, is completely maxed. Couple that with the 30% discount at the Bizarre, and all my guns and armor are top-tier. Best base weapons equipped with the best mods.
Another protip: sell extra armor, but field strip weapons. Eventually, the scrap (and mods) become more valuable than cash. Except for the disruptor weapons from Steeltown. They're useless outside of the DLC, and sell for $200-500 each, and you leave with at least 10 of them (that you got for $1 each).
