The white knights will come out and defend that decision and everything else about this game, but the truth is there is much less content in WL3 as compared to WL2, and part of that results in the problem you are having.
In WL2, if you hit a "roadblock" of being broke or under-leveled for the content, you could do something about it.
Not so much in WL3.
That said, you can only really upgrade one or two guys at a time in WL3. Not all at once.
To address the question, one fairly simple method is to build up a ranger you can leave at HQ with Barter and give h/her the Antiques Appraiser perk. Selling junk with that character should make you quite a bit of cash, with a lot more if you resort to save-scum cheese (though I never found that necessary on Ranger difficulty).
When I start a campaign, I give one of my 4 custom rangers the Prospector Quirk, and (admission of guilt) I save-scum a few places for gold nuggets early on. There are several diggable hole in the ground locations around the exterior parts of the HQ map that will yield gold if you save and reload enough times. Maybe a few in the Garden of the Gods too.
In addition to that, I keep all of the junk items that I find until I can manage to get Lucia Wesson (or some other character) up to high enough Barter rank to take the Antiques Appraiser. I would recommend DON'T sell any Junk items UNTIL you have Antiques Appraiser. Then what happens from there on is you get the occasional gold nugget and you occasionally save up enough Junk that you can sell it and make a couple thousand Colorado bucks, which you might use to buy a FEW decent weapons or whatever, when you can find them. You can safely sell any unused guns and armors for cash, plus if you're like me, you generally sell off most of the ammo that you can't use, like Flamethrower fuel and 9mm.
By the time you're doing Big Trouble in Little Vegas, you should avoid wasting money on anything Taiwan Jones has to offer and wait until you talk to Piscitelli in The Bizarre. And in Denver, don't spend your money on stuff that Nancy Forge has right away, wait until you meet the H.O.G.S. unit when you leave the Machine Commune.

I wish the game let us grind a bit when we're short, or can I ? Is there random encounters when roaming with the kodiak ? But then I would waste bullet, wouldnt I ?
In case you haven't noticed, the loot drops in this game from enemies you kill are pathetic.
They might be packing the heaviest weapons around in full armor, and they drop... clown shoes, and a little ammo, more random junk, and maybe one weapon from an entire encounter if you are lucky.
Most "random fights" take place on a board with one ammo crate to find, but that usually won't even cover what you use.
The point is, in WL3, the enemies, especially random ones, don't drop much worth selling.
Again, in WL2, the enemies dropped real loot, that you could farm somewhat if you ran short of cash.
Not in WL3. It is just not possible.
WL2 was a better game.
WL3 is a fine game for $13.
Most of the changes to WL3 were for the worse.
Again returning to the topic, lol - there are random encounters on the world map, most of which reset every time you enter an area then return to the world map. Regardless, you really don't need to cheese the game to get by - just pick up everything and hock it with Antiques Appraiser (that's what it's there for!). Still, you're not necessarily going to be swimming in cash in the early game especially, but at least without thinking about it I never had serious cash issues on Ranger difficulty, and by the end I had tons of money.
Some of the loots are weapons but it would be hard if I didn't spend money for upgrading weapon before that.
Don't know if I'd still have money problem later since higher level weapons are probably more expensive, hope my loots' worth will also scale up
I left the steeltown area with 20~30k worth of goods after selling everything, biggest money maker in the game, 2nd DLC didn't pay nearly as much.
I would not even waste money on armors. And don't spend money on weapons unless they are clearly much better. For instance the Red Dragon is the first good sniper rifle you should buy (in the Bizarre). The next one would be the Black Star you can get during Aspen (recommended lv 17) or from a world map vendor called Cheebus. You might find slightly better loot in the meanwhile but you don't have to buy that often.
Save your money until you meet Cheebus. In my latest run I met him just after the first DLC (Steeltown) and I spent all my money to upgrade weapons for everyone. I think it cost more than 10k but that lasted me for most of the game. You want to save to buy things like SOCOM assault riffles and assault shotguns (jackhammer ideally) as soon as you can.
Not always. Random encounters dropped crap loot compared to what the enemy appeared to bring to bear against you.
Oh also there are a progression of a sweet head armor mods that give damage bonuses. I love those. Tactical HUD, etc. I LAUGH at the negative armor bonuses from those, the added damage is SO worth it. In fact most armor mods that reduce armor and give something offensive or mobility or whatever are worth the trade-off. Armor bonuses from armor are basically useless anyway.

The game is kinda good in making money tight situation and make skill/perk/side quests useful, especially for new player, and that can be frustrating at times. I also just experienced for the first time running thin on ammos and the $1600 I just earned gone just like that on ammos ($400 left), just when i thought I was having a bit of extra money lol.
