1. Do you have a person on the travel team with the Powder Packer Perk? That's the one that gives you +20% ammo when you find ammo. It's in the Weapon Modding skill, which is one I usually level up Lucia in just enough to get that Perk.
2. If you do the overworld random encounters a certain way, you might get more ammo out of the ammo crate in those maps than you had to spend to kill the badguys. They ALL have an ammo crate, if you look for it, This generally requires you to run over stuff with the kodiak instead of shooting a lot of ammo at stuff with the team, which might cost you some XP. Also remember that the kodiak doesn't spend ammo at all when it shoots at stuff in those encounters.
3. There are tons of vendors outside of the HQ that can sell you ammo, the best advice I can give on that is to have a Barter person on the travel team and take the Perks that go with it (Antiques Appraiser, Penny Pincher, etc) and then just buy ammo when you find it for sale. Even the overworld random encounter vendors have ammo, but you generally only get one chance to interact with them, so you might want to buy other stuff instead, which can be a problem.
4. Try to use an array if different ammo types among your team. Since sniper rifles only shoot one bullet at a time, so it's good to have two of them on the team. Heavy Machine Guns, on the other hand, WASTE ammo like crazy and though they do great damage, you're better off only using them sparingly, so I only have one HMG guy, and I often try not to have to shoot with him if I can avoid it. 50 cal and energy cells are expensive, and the the energy cells are only occasionally necessary. I would only switch to energy weapons when fighting robots. If you have two SMG wielders on the team, it might be a good idea to try to use 9mm with one and .45 with the other, if you can. I don't love flamethrowers in particular, but if you can get away with using a canister of flamethrower fuel instead of a metric ton of HMG ammo, then you might consider switching to the flamethrower here and there.
You are expected to buy some ammos throughout the game. I wouldn't spend scrap on it. Money is plentiful...provided you commit to barter at least somewhat.
If you play without any melee and especially if you have multiple users of same weapon type, it will obviously force you to buy quite a bit more. Same goes with the weapons with more attacks per use. But those tend to be the better weapons because of the way mods scale.
The vehicle can also be a huge ammo sink. Better have it run over enemies and repair it instead for most world encounters.
