But I still recommend sending Reagan to Ranger HQ, and I would not buy a Cyborg Tech anyway. For one thing, it's really only useful for melee combat characters (Melee Weapons or Brawling). Second, it only allows you to use Cyborg Utility Items, it doesn't give you the ability to use a Cyborg item AND a regular Utility, and there are a bunch of good Utility items that don't require Cyborg Tech that you'll probably want more than the Cyborg ones. Last, but not least, if you buy any Cyborg Techs from Vivisecto RN, Gary Wolfe will not give you the Combat Shooting skill book, which is, in my opinion, better than any of the Cyborg Utility items.
If you kidnap Reagan, the Patriarch will comment on it in the debriefing. It's hilarious.
