Spoiler - Steeltown Ghost Garage Blue Encounter Bug / Feature?
Hello, I do not seem to get the option to talk peacefully with Blue through the intercom.

Every time I select - let's talk, he says something like: „you did not speak with my friends outside Steeltown, actions speak louder than words, F you” and he becomes hostile.

I found a guide that says there is a Kiss Ass option to speak with him but it does not appear. Is this intended or a bug? In the initial encounter with the Ghosts after I open the Steeltown gates, I do not have the option to spare them, they attack immediately with no dialogue (that allows me to spare them). I even retried and let the robots shoot them with disruptors => no casualties.

The second group of ghosts before I enter the garage, I also hard assed-intimidated them so no deaths there either.

I have full charisma, hard ass and kiss ass on my main character.

Nope, I intimidated them with Hard Ass skill. They threw some smoke grenades and dissapeared.

Hmm strange. I was able to talk him out peacefully.
What I did was using non-lethal approach on workers (darn it's hard as hell will my team full of pets and companions), helping out folks outside the Steeltown gate, positive contribution to whole Colorado, and use hard ass option on Ghosts at the scrapyard (like you did).

Ah well I need to have a quest from Abby to locate Blue also.

The only Ghosts I „killed”, were the ones at the beginning of the DLC after you open the gates to Steeltown. Then I reloaded and allowed the robots to shoot them with disruptors. So no casualties there. Then during the factory level, I dismissed all pets and fought only with disruptors (only casualty was a guy that was stomped by a power loader but I did get dialogue from Di that I spared everyone, so again, no casualties there). I did not finish all quests outside Steeltown (for example, I did not return to Luis after the toilet quests). I will try that as well.

Yeah I think you can try helping folks outside first to check if that could score a positive check for Blue. I myself killed all the Ghost guys in front of the gate (it's for self-defense I swear lol) but I still was able to make peace with Blue.

I do not think you can really avoid to kill them if you play normally, because at that point in the game you do not have disruptors and they become hostile no matter what you do. The only way to avoid that is to soak up the damage and let the guard robots shoot them with disruptors. On the other hand, there is an interesting achievement something like „pacifist” but it is not clear for me yet how to unlock that.

Yeah I was fcked up at that point. However, I'm still trying my best if I could get the Pacifist. Will let all know if I'm succeeded.

You can just use disruption weapons on everybody and after the fight you'll be able to talk to them and find a peaceful solution.

Solved. You have to complete the toilet quest first. Because I already had the „Find Blue” quest, I did not return from the Scrapyard to Luis to solve the toilet quest and went directly to Blue. Not really intuitive, considering the dialogue but ok.

I just use the intercom at the hidden base to talk him out

Okay looks like there is a bug with Killing Machine achievement. I sorted out the steeltown problem without using disruption weapons but I still could not get it. It seems the moment you buy the non-lethal guns you are locked out from attaining this achievement.

Fair enough. However, I think that locking out the dialogue with Kiss Ass if you did not make the toilet quest for the refugees is very counter intuitive and should be adjusted. When I entered the Ghost Garage, I took the route on the left around the talking toilet and went directly to the intercom.

I'm keeping fail to open the diplomacy no matter how I approach him.
