Nope, I intimidated them with Hard Ass skill. They threw some smoke grenades and dissapeared.
What I did was using non-lethal approach on workers (darn it's hard as hell will my team full of pets and companions), helping out folks outside the Steeltown gate, positive contribution to whole Colorado, and use hard ass option on Ghosts at the scrapyard (like you did).
Ah well I need to have a quest from Abby to locate Blue also.
You can just use disruption weapons on everybody and after the fight you'll be able to talk to them and find a peaceful solution.

Fair enough. However, I think that locking out the dialogue with Kiss Ass if you did not make the toilet quest for the refugees is very counter intuitive and should be adjusted. When I entered the Ghost Garage, I took the route on the left around the talking toilet and went directly to the intercom.
Is that true?
I'm keeping fail to open the diplomacy no matter how I approach him.
