Has anybody noticed issues with Steeltown areas not refreshing properly?
I already finished the DLC, but even throughout it I have seen odd examples of things seemingly clearing or not clearing properly.

Right after each of the big fights in the main area, entering and exiting anywhere (going inside the admin building or going into the world map) would reset it back to how the area looks by default. Containers are still looted, quest progress is still saved, but even though there was just a big battle that nearly wiped everybody out, suddenly there are a whole bunch of guard bots and dogs patrolling the area casually.

I had many workers going about their business inside after leaving and coming back, even while the revolt was still going on. It was empty the first time I came back while the revolt was going on, but each time after that there were workers casually going around fixing stuff in the walls.

I just went downstairs to open a toaster in Crow's room (again, I already finished the whole DLC), and there were two random hostile workers just standing around in there.

I tried going up to the spire, but the location is not even there anymore. Kind of upset because I missed a toaster up there and wanted to come back with enough skill, although ironically enough I looked up a guide and it seems to just contain an item for a side quest that's also impossible to solve because the NPCs involved despawn by the time you can get both parts of the form. I guess this could be by design based on the ending I chose, but it seems odd as blocking off areas like this without any explanation is not something this game typically does.

Before the big fight, Bug was out in the refugee area asking around for Nova. I saw her during the fight. She disappeared afterwards, and now Bug is back there asking again, with no dialogue option to acknowledge that I saw her.

The four dead refugees on the east side of the camp disappeared after the raider attack, now only one body is lying there again just like at the start of the DLC.

None of the vendors are willing to sell anything anymore, they just keep congratulating me on defeating the raiders without ever opening any dialogue options even though they still have the vendor icons above their heads. This is even after leaving the area, doing other quests in other areas, and coming back some time later.

There's probably more stuff that I can't remember off the top of my head. Just wanted to see though if this is a known issue, or if I'm misunderstanding some of these mechanics, or if there's just some weird oddity with my save file. I made a new file a few days before the DLC launched, was only at the clown museum by the time it released and I went straight to Steeltown after that. Not using any mods or anything
