I also agree with you about pets, their AI is very bad and on the harder difficulties they are almost more trouble then they are worth, even with kennel (which did little to address the issue).
The game does have quite a few branching narratives, and you can actually approach situations from quite a few ways. I actually like this game more then wasteland 2, and I loved wasteland 2, as I think 3 has a much more diverse story/choices. This is my 2nd play-through of the game and this run is pretty different then my last as I'm choosing different options when approaching the story this time, and I'm not even that far into the game on this 2nd playthrough.
I just don't understand how the companion AI got through testing. I suppose I should at least be grateful that environmental hazards like molotov cocktails don't last beyond the end of combat, otherwise things would degenerate into a Divinity: Original Sin 2 style fustercluck.
RIP Major Tomcat, it was great knowing you. Had I known, I'd have kept you at the base where you'd be safe.
But...
there are some bugs/situations that need to be fixed.
Yes, Pets IA is terrible. Simply just doesn't exist.
Action bar is buggy. Sometimes, during the fight, when you click on buttons it wont show your quick slot items, the special ability interface, and you need move someone or reload to make it work....
Party visual.
This is the worst. And it's not a bug, but a gameplay choice.
WHY THE HELL, when my ranger is in front of an open entrance on the area, he can't have the ♥♥♥♥♥♥♥ visual of that area?????!!!
It's stupid!
And this thing ruins several strategies like planning positions and, mostly, overwatch!
Use you sneaky skill char to scout rooms. If you level his perks he can run into a room, avoid the mobs and go into stealth mode.
