She seems to be a self-contained event, and simply a manifestation of a "White Lady", specifically the ghost of a woman in a white dress. Versions of White Ladies can be found in folklore all over the world. In Canada, a White Lady purportedly haunts Montmorency Falls, outside of Quebec City. Her fiance was killed in a battle in the mid 1700s. In despair, she threw herself over the falls. One of the falls is named for her, Chute de la Dame Blanche--White Lady Waterfall.

In Poland, a White Lady is said to hunt a Niemodlin Castle. She run from her husband during their wedding and hid in an empty coffin. But she could not lift the lid again to get out and she suffocated.

Very cool. Weddings seem to a be common theme in White Lady legends. It's certainly an easy source of white dresses.

Similar legends are told of women in white that haunt people throughout the world. I think the main takeaway is this: it’s just like the universal dragon phenomena.

Despite not having any way of communicating with each other, ancient tribes from across the planet all came up with symbols for dragons, notably in places like South America, Europe, and Asia. Their fear of this mythical beast is something that comes from something deep within our DNA, and the same DNA that tells us to be afraid of dragons also tells us to be afraid of marriage.

Man I've played through and beat this game 3 times and have never seen this white lady.

The White Lady shows up on the Godfishers' camp map in Denver. You might have to revisit that camp after you clear it (and fight the drools that move in) to see her, not sure. She stands near the cliff by the safe, not far from the ice block where you get the Optical Spectrometer.

Also, it's some have made the inference that she is the ghost of the woman who died in the tunnel on the other side of the map, the part that leads to the Machine Commune. Some people have speculated that this woman, when she was alive, was one of the Nancies that Nancy Reliance kicked out (or otherwise did away with) whom she saw as a threat to her dominance.

Interesting i am mid a playthrough now i ll def check it. I've never checked that part of the map after i finished with Denver so i might missed her. I thought it simple spawned only the drools nothing new but seems i was wrong. Cool to know that game still amaze me i can't wait for more DLCs to expand the gameplay time and experience because that was my only complain with the game it was too short for my taste.

Necro'ing this topic because no one (or the wiki) has listed the junk the Woman in White drops, some of which are unmarked crafting components.
Human Skull x1
Human Bones x3
Old Handkerchief x1
Melted Capacitor x1
Dog Hair x1

Or it may simply be an acknowledgement over events from previous games that Bryan Fargo the founder of inXile, was involved with over the years. In Fallout 2, in the town of Den there is a ghost you need to lay to rest and this woman in white reminds me of that. In a similar vein, the Payaso gang that dresses up as clowns is a reminder of Fountain of Dreams, the 1990 game that Electronic Arts claimed to be the successor to the original Wasteland but which Interplay had no part in making. It was truly a terrible game and featured Killer Clowns as the main enemy. And while the game engine was similar to Wasteland, it's game engine was made from scratch, the game was much shorter and it lacked any plot. I was one of the poor suckers that paid good money to buy that game. It was the first, but not the last, game that I truly regretted spending any money on.
