DOS pretty much set the standard for these type of games, its like the witcher 3 of overhead cRPG style games.
Wasteland 3 6.5/10
I haven't played DOS1 in a while, but I'd def recommend trying it out. Should be noted that the story of 1 is kinda related to 2, but its more general background of the world and not directly related (there are some characters you'll recognize though). You def don't need to play DOS 1 to play 2.
On a scale of 10, I would say as far as gameplay and content go, WL3 is 7 and DoS 2 is 9. PoE 2 is around 8.
I don't think I like Obsidian lately with Chris Avellone departure. Tyranny was meh, PoE was good but not great. The Outerworld is decent but not New Vegas. I suppose it's a good thing Baldur Gate 3 is being handled by Larian and VM:Bloodlines 2 a different studio.
how about pillars of eternity?
