The kodiak does not use ammo from your inventory. It's been tested with the 7.62 ammo. If it does with energy cells then it's a bug.
Yes, You're right! I remember arresting Valor and afterwards talked to the Patriarch. In the same quest, I sided with "The Great Communicator" and his robot friends. Maybe that's where I the second cannon, The Great Communicator.
Yes, I am aware that 7.62 mm's are free to use, and therefore I assumed that it would be also the case with Energy Cells. I believe you're saying Energy Cells are NOT free. Have any idea why it would cost 50 Energy Cell per use?
If you can reproduce energy cells being drained by communicaotr, I'd suggest reporting it as a bug in the bug forum.
I'll remount The Great Communicator and try again. My eyes are really bad if I had misread the Energy Cell count.

Of course, the body and armor must be such that the kodiak has as many action points as possible and the morningstar.
I had doubts at first but after playing with it, I value the AoE stun(Goat) over the caltrops. I took 0 hits/dmg on the Patriarch encounter on max difficulty. AoE stun to dive in on T1 and then Lucia killed all foot soldiers and took the vehicle down to sub 5% health with good Jackhammer(-1AP) angles. This is just one of several ridiculous example.
Then again, I didn't have a setup that really benefited from the "slow" debuff.

I moved the kodiak in on the final scorpion battle southwest of the map to try and provide cover to my melee res-chain to speed this up and somehow it pinched the scorpion for its remainder ~35% health.
