From my experience on a normal playthrough: the biggest thing is just going to be keeping their armor up to date. Keep strength high both for HP and the ability to wear heavier armor. Speed and coordination are the main secondary stats for AP and dodge chance. Lategame (I haven't finished the game but I'm starting to have extra points to spend) points in luck can help also.
The setup I have on my brawler tank is maxed on str/coo/spe and dumping points into luck now. Skill wise maxed brawling and nerd (hes already in close range for hacking) and I modded his weapon with a 30%ish chance to stun.
You do need to be careful of elementsl damage as armor doesn't reduce it. The high dodge rate helps a lot but an energy crit still hurts even with some resistance splashed in.

If you want to survive well, particularly on higher difficulties, IMO you should prioritize Evasion hard.
So priority to Speed. With 6 in Str for heavier early armors and good Coordination also, obviously. Later Intelligence and Luck for crits (and Lucky evades).
Although in case of Brawler, high Charisma would also be good to rapidly charge Strikes (aoe Stuns every round... or even several times per round).

Mopey Poet or Lethal Weapon background. Way of the Squizeens would be good for damage, if you don't mind reliance on consumables.
Get leg armor mods that improve Evasion, the Evasion perk, Parrot animal companion from Bizzare (with Spirit Animal Perk for 10% Evasion), maybe try to savescum at the Tarjan Fortune Teller machine in Bizzare till you get the Precognition perk (another +10% Evasion) for the Tarjan tokens from toasters.

Eventually I think the cybernetic implant for 100% crit resistance would be neat.

1 character can get 70 armor, 85% res all, 100% res fire and explosives. 58% evasion, 100% crit res.

All other characters can get close to this, just less armor, 10% less evasion, and only 16% crit res (still matters). Just layer your defenses. Max it all, use cover, and abuse melee stuns

make sure you get the cybernetic implant.

use either the 1 speed implant (for best offense) or the one that gives you 100% crit immunity (for best defense). I think everything you need for those is available at the machine commune at the Denver airport.

use the Exoskeleton armor for pure offensive (plus earthquake skill!)

OR

have someone with toaster repair skill maxed so you can get the chitin armor set (as soon as you finish Aspen) for sheer protection. you can give yourself 100% immunity to everything except normal damage, and have a base armor of near 100 for normal damage to have to overcome.

with the 100% protection from crit implant as well, you can entirely ignore everything except very high end pistols, sniper rifles, and melee weapons. and even then, you will be cutting off a large portion of that damage, so there literally is nothing in the entire game, even on the hardest difficulty, that could one-shot you.

that's as good as it can get for tank.

but like I said, earlier you can get all the pieces to the exoskeleton armor for massive, massive melee damage and still have decent if not perfect resistances. use a Stag as a pet for another +20% bonus damage with level 5 in animal whisper.
