Do Rangers and Companions you leave at HQ level with the party?
So say I make an extra Ranger and leave them at HQ along with say Kwan. When I go back for them will they have leveled up along my party or no?

Yes, I think they level the same as created rangers when on the sidelines. Which I think is a average of the party levels or based on your highest level character.

yes, they do.

You can even dump a character who was in your party but lower level than your others, it will level up, and then you can bring him back with free xp

buggy. i left a ranger at HQ and upon rehire she lost all her skills and attributes. for now, do not swap party members at HQ. you can re-create, if noticed early enough. but skill books will be lost and the character will not be the same. not good exp for a RPG. this plus the super long load times unfortunately ruined it for me.

ALL characters will level with your party as you rotate them in and out of your party. You can take a player-created character that doesn't go up any levels from 4 while your main 2 go up to 6 or 7, speak to Greatski and swap them out and back in, and they'll be leveled up to 6. You can do this at any time with any characters, whether they've been following you along or not.

Always make a manual save before swapping any rangers. This bug can occur in numerous places. I grabbed my companions back into my group and it reverted my main to nada. Backup. Lots.

Talk to him using your highest level character.

If you place rangers into storage and save and reload they will level up to one level below whoever you speak to him with when you reclaim them. If you do not save/load they will not increase levels.

Any companions you dismiss may vanish from the list but you can recruit them again in your mess hall.

This process has many bugs that can make ranger characters vanish from the list but if you change between screens without leaving the recruit UI they will reappear eventually. It can reset characters to no levels.

Manual save often. If your character resets then restore a save where he is OK and reboot the game if not your entire PC as failing to do this can cause it to happen again any time you zone or add recruits or companions from the mess hall.

I swapped out a custom character at base for a mechanic. When I went to swap back to my custom their skills were all wiped and changed. Game breaking bug in my opinion. Whats worse is that the character showed everything is proper all the way up to the getting back tot he game screen. You open their skills page and BAM, jumbled and gone.
