Yes, that's actually considered armor I think... Even though, without modding it, it doesn't give much armor protection.
This also works for the Mime outfit.
You can unlock both outfits at any time by creating throwaway rangers with the quirks once you get to the base. It also unlocks their faces, but you can only select that on any ranger you create after unlocking the style (Since you cant change faces at the locker)
You can also buy outfits from the Clothing Shop in Colorado Springs once you get rid of the gang inside, and from the Mannerite once he opens a tailor shop at your base. (Same guy who also gives the suit) Nothing special in either case, just a few commoner outfit styles.

Ooh. I didn't get that one. I sided with Monster Army first time. Will have to kill Flab for that one next time! :)
