pretty sure that's why they aren't as plentiful in the shops or in drops. but even with that, I'm not finding them to be in great shortage, except the very top level ones, which SHOULD be in great shortage. just keep going, you'll start finding more. it's very rng dependent.
I field-stripped like 20 weapons in one go without getting a single scope.
The long loading times discouraged me from doing that.
well.... you CAN just give yourself some if you want. there is a save editor out there now that works perfectly.

"I chose to burn high tier mods to give me (unmodded) end game equivalent weapons 30% of the game sooner" is a conscious decision you made about what stage of the game you needed to burn a limited resource for a power gain.
That said, I think it would be appropriate to be able to remove and reuse mods, at some cost of course. And would love to see it implemented
