Intelligence doesn't work
I have every character with level 10 intelligence. That should be +5 additional skill points per level on top of the base 3. Guess what? I get 4 skill points per level (in one case only 3). It just isn't working at all.

It does not work like that in Wasteland 3, you only get the skill points one time for every 2 points intelligence, so at max intelligence only 5 extra skill points. Otherwise every ranger gets 3 skill points on levelup and if you choose Poindexter quirk the ranger will get every second level 4 skill points.

I don't understand it so "I have no intelligence."

Skill points are given on Int points spent, not upon level up. Add +2 Int and get +1 Skill point. No additional points are provided beyond that.

Yeah, if it worked the way you think it does you'd have the same problem Fallout 3 had - INT becomes the god stat. INT is pretty useful for crit builds (allows snipers to delete things fairly reliably) so its good enough on its own.

I was wonder how this worked. In some cases I didn't get the extra skill point if I had already spend the skill points I got on a level before increasing intelligence.

You only get the extra skillpoints from intelligence once.

At every character-level up, everyone gets 3 skills points: intelligence has no effect on the amount of skillpoints during leveling up.

And when you use your attribute points to raise intelligence, you get one extra skillpoint at certain intelligence levels. But not at every character-level, just that one time.

Given how this was a a major change to how games like this work, the change should have been highlighted and noted so everyone knew it had changed from what they expected.

I disagree, people really should just learn to read, no offense. Nowhere in the description does it state that intelligence increases skill points per level.

But since it was a major change to how games like this works... it could have been clearer.

I think the description of one skill point for every 2 intelligence combined with the expectation from Wasteland 2 is confusing people. I had the initial thought as the OP but research showed it was only really good for critical hits. Which is useful just not following the precedent set in past games.

I also forgot to read realised it didn't work the same after a few level ups, looked at what it actually did and kept playing anyway moderate to high int works well for a lot of characters to improve overall damage output. Between it, luck and items to boost crit chance I would get so many high criticals (my sniper could do 6K damage occasionally with mega crit and 1K pretty often on his normal ones) and my gunslingers were almost better because all the extra shots including from lucky free actions made them crit so often.

Agreed, I had no idea it worked like that. I thought future Skill point gain was going to be more like past and similar games, but when it didn't increase future lvl ups I chocked it up to a bug rather then thinking it was a one and done deal. I think it should be reworded for clarifications sake.

Well, I have to say that I did read it and I read it as you get +1 skill points after you unlock that level. However, as noted, in WL2 it didn't work that way. Pointing it out this way I guess it makes sense, but then Intelligence becomes a less than useful stat to have (at least at the beginning). That sort of sucks.

INT works amazing, spend the points and get the extra skill point right away. Pretty straight forward.

It would be clearer certainly. A web page I just looked up when I searched out this topic confused defined it like this: "Gain +1 Skill Points every 2 Intelligence (one time bonus, at character creation)"

Which the "at character creation" may be incorrect as well because if you add the an int point at say level 5 and 6, you should probably get the one time bonus +1 for the newly added 2 int points. But now I wonder if you do. Is it only at creation?
