As said you are putting 2 different people under my quote.
But there is nothing wrong in team leader sniper. I did it for roleplaying reason as I like to play charismatic snipers in Fallouts too, so I wanted my "main char" in this to be one as well. But buildwise its perfectly functional as well in this game too.
At my charisma 10, leadership range is +22m. Even if you shoot at full range of sniper rifle and your melee guy is next to the furthest enemy possible, that range will cover him. Situations like that are extremely rare anyway, usually its more lik 10-15m of distance between characters at max. So at cha 10 the range is as good as unlimited. Well yeah, he wont get rally at that distance but at the beginning of the combat or in normal combats all will.
Also, cha 10 gives you +25% to strike rate, which means your charismatic sniper will be building those crazy percission shots faster than any other build. And your sniper loves those shots. I find those much better in this game than luck attribute for lucky shots. The speed you build for those crazy percission shots means more than lucky shots from luck.
Extra exp from charisma also means that he will always be highest lvl too, fitting the team leader position. And a best team leader is the living one, and at the back he will stay alive.
Completely valid character setting wise and build for combat, no contradictions or "are u 4 real". As said, classic Charismatic sniper build from Fallouts, and works in this too. Sniper rifles, bad ass, leadership are my his main skills. Probably start adding sneaky ♥♥♥♥ too as he has enough to cover it.

for 10 awareness (must be without doubts):
death wish - 4 x 135% = 540% dmg
Sadomaso - 3 x 168% = 504% dmg
and witthout 12 AP you will waste AP for preparation.
Only way to use Sadomaso - is granted 12 AP from another sources. Rally bad solution coz have big CD and can be used only 1/4 time. Dugs - good solution, but you must use it every time:) Also item for 1AP good solution, you can get it.
But with drugs you must have 8 coordination instead 6 and for item you must have 10 coordination instead 6.
A sniper with 10 charisma is the most worthless waste of precious attributes points after strength.
You should write a guide and name it "how to gimb your chars"
Well, its a build Ive enjoyed since Fallout 1, Fallout 2, Fallout New Vegas, and it works in this too, on supreme jerk difficulty without felling gimped.
And this the charisma also gives combat boosts, unlike in those earlier games.
Actually charisma 10 is not so bad, but you should have both starting chars with charisma 10. Then you'll level up faster and as I understand new recruit level depend on level of 2 starting chars. So you can remove all other members after level up and get new ones. Then whole your team will be always MAX leveled even without charisma on other chars:)
i've got a sniper with death wish. he gets two attacks per round which is insanity. I put a +6 range item on his weapon and he's all int, coordination and luck. he does one thing, and that one thing he does superbly.
you have a lot of latitude when creating characters. That's what makes it fun.
death wish is needed to get 15 ap for 3 shots once get -ap mod until then i think sadomaso is better.
either path u take ur sniper will be doing serious damage.
if u want to abuse charisma make a guy with max lockpick and explosive. u will get a ton of exp doing skill checks and prob be multiple levels ahead of everyone else
hmm problem being you miss bunch of stats from armor, like mobility/dodge/elemental resist/more crit-hit on helmets
i made a 4 sniper team, none of them has neither deathwish not serial killer, doing fine in Jerk.
my first playthrough i had my only sniper be a Weird Science dude with an energy sniper and it was doing 3500-8000 in crit/megacrit, i killed most Scorpitron in 2 turn including the golden one, and the patriarch tank also lasted 2 turns.
for an end game boss he was deceptively easy i felt disapointed.
Also if you want abuse charisma you can create new chars with Waste Roamer. You'll get 100% resist to conditions and actually no Exp penalty coz abuse:) It seems like pure cheat, but may be someone like it:)
