Can't find Scotchmo
I can't find Scotchmo,
I finished Unwelcomed Guest and Rad Alert already,
I keep the refugees in HQ barrack,
Main character at lv 10.

When I check mess hall in HQ he is not there, I go quick run and checked at Union Station Bar he is not there too.

Is there something else I missed to spawn Scotchmo?

I just got Scotchmo, it's like you said, the requirement is to get the cook first.
The moment I got the cook Scotchmo is there and looks fun to bring him along.

This meaning most guide online is wrong about recruiting Scotchmo tho.

Ah, I totally whiffed on this. I didn't get the cook and then the thing that can happen at the Bizarre happened, and I missed my chance.
