i am in colorado springs and i saw one of the bodyguards of the Patriach he is wearing some high tech power armor.

i would like to make a paladin build. heavy weapons and blunt

you are playing as EC BoS kind of character and there are sort of power armor's but not really. The answer is yes and kinda yes

Yea I notice with my 9+ armor there’s a robotic sound when moving like it’s powered armor

There are heavy armour that you can add mod to act as powered armour, like exoskeleton and sensors.

There is an Armour called power armor but so far I've only encountered two chances to get some and both are locked behind being an ♥♥♥♥♥♥♥ or evil. Kinda hoping you can get some while role-playing a ranger and not meta gaming for the loot.

If you visit the Patriarch palace in Colorado springs ( Accessible once you have the find a garage mechanic for Ranger HQ quest, can't remember the name)... You'll see some serious looking power armor especially the two guarding the Patriarch...

Obviously you can try killing them for the loot, but it will be deadly.

Enemies don’t normally drop their armor as loot so it’s no guarantee you can loot it from them.

another question: i saw that quirk that u cant wear armor my question is are there any clothes that provide stats and cam u wear them ? or they are considered armor?

Armor in this game is everything in the head, chest, leg slot. So no armor is nothing for you to wear. Good luck surviving a direct hit. As for power armor they are nothing special. Just use whatever you find in chests and buy from HQ armory in late game.

Yes, there is a full power armor set in the game. So far only found one:
You need to help the cannibals to get it tho. YOu can inspect it after killing all cannibals but it is unfortauntely not complete yet.
Kind of annyoing that my max mechanic char can't finish it himself :(

You can buy power armor from a store later on. I got 2 sets and a exoskeleton chest piece
