Report a translation problem
The game is a stuttery mess in combat right now. Lowering settings makes no difference, so we just gotta hope they patch it.
Maybe an AV issue? Like it tries to scan each time something is loaded into the GPU memory? Or some other software conflict? If I were you, I'd try turning things off and seeing if the issue persists. I'm on a 9600k with a 1660Ti and it's flawlessly stable.
It's one of the fastest consumer gaming CPUs available.
Also, the stuttering issue when opening menus and holding shift is a known issue that is being worked on.
If you are getting stuttering outside of those 2 specific issues, it is something else.
I'm running a 3800X, 2080Ti, 32GB RAM running at 3400 and am getting 90-120fps (capped) at 1440p with the Ultra preset.
I get drops in those specific scenarios but otherwise it's smooth.
-Remove v-sync on the game.
-Go to the nvidia control panel and set v-sync active.(in my case 60 hz)
-Set Wasteland 3 exe on nvidia control panel,Power management mode,prefer maximum performance.
Let the Vsync be done at the driver level.
I run at 3700x and 1070. i have not yet tried the game, but unity games around to stutter. Pillars of Eternity, Deadfire, battletech etc. Its supposidly an "Nvidia GPU Issue" its not an AMD or Intel issue. I doubt the game can even max out the 3700x or 3800x @ 100% on all cores when Windows is idle and nothing is running in the background.
Otherwise restart your PC, and see if performance improves, if you are not the person to reboot your PC often. Known issue with Windows and Stuttering.

Also make sure you try borderless or Exclusive Full Screenmode and see if there is any difference. I am getting rid of my 1070 once RDNA2 comes by in Nov-Dec. If stuttering does not happen in UE4 and happens in Unity then its an engine bug/Nvidia bug.
Turn off G-Sync if you have it enabled in NV Control Panel.

yeah it's insane that I get 200 fps stable on divinity original sin 2 difinitive edition using a 2080ti and i get drops to 40 fps on this game which looks like a cartoon compared to DOS 2.. so dumb
I think problem is AMD. Trash CPU.
