I think I prefer planetfall but I've had a blast playing 4 as well.
Garrison buildings are better than building and keeping a stack.
Unifier victory can be achieved without lots of exhausting warfare.
Empire system is more complex and interesting than Pantheon.
EG Why would anyone not go into chaos tech. There's nothing to stop you. Typically a game like this would prevent opposing elements or at least heavily penalize you for trying. You can though. Supposedly you get reduced rate but you don't feel it in game.
If I play as Vanguard synth, It feels different from Assembly synth. If I play Human Sorcerer, It is different then Elf Sorcerer (AoW3).
If I play as Feudal Elves but then choose Feudal Humans it's the exact same play style.
Mechanically they replaced races with cultures, secret tech and classes with tomes (AoW4). AoW3 Tomes were very limited, you could only specialize in two. Which made choosing which ones feel important. AoW4 you can research every tome given enough time in game. And in reality the replacement of classes with AoW4 tomes is less content in a way because we already had tomes in AoW3.
Races being mere skins make race choice feel unimportant. They are just cosmetic.
By allowing every choice, it makes choices less important and everything seem the same to me. AoW Planet Fall/3 have meaningful race/tome/secret tech choices that make their fantasy feel authentic.

I would not say it is watered down. It is very similar, but you do not collect planets. The focus is on the heroes - Godirs (they get buffs after successful conquer). Thus the name "The Pantheon (of Mageheaven)". This is aligned with lore and the story line of the fantasy branch of the AoW franchise: Godirs returning, through the World Gates, to reclaim the worlds they were banished from.
